Abstract

Do you know what administrative attention is like in our country? I'm sure not. It is sad as we are, but in a private meeting that was held with Dr. Eglé Iturbe de Blanco, the obligatory question was asked: How many personnel should be required to change the management? What would the transition be like? She estimated an approximate figure of more than 35,000 people, including professionals, institutional soldiers, high-level police in their training, senior technicians, assistants and secretarial staff, to be trained in the country, immediately upon beginning the transition. It was a figure drawn from his experience, but highly respected because of his previous work on the same subject. He was asked how to do this disintegration?  He responded that it was only an estimated figure, which may have been short, but there was no distribution by each State.

It is evident that training must be prepared throughout the country through the Academies and Universities. In any case, it is proposed that said training will depend on the national distribution that will locate the university trainers of each State and the general direction of the Academies, according to a national programming based on topics that the country will require for a conduct that would take two five years to balance the wasted time, which must be executed quickly. It will be necessary to highlight:

1. Definition of democracy.
2. Corruption destroys a nation.
3. The service of careful attention to the citizen, for any procedure.
4. Committed leadership is part of the personal testimony to lead communities towards the common good.
5. Governance interconnects the programmed and budgeted executions of the country, for its social development.
6. The excellent professionalism of technical activities for the common good.

It is good to think that there will be people who will dedicate themselves to the different scenarios for training in national, state and municipal, military and police organizations, in order to develop values ​​in the new leadership of the desired management project after D-Day. The execution will be through the Executive Council of Governance for the recovery of the Country, ethically, morally and civically.

At the end of this study, the offer of the estimate of the Trainers of Trainers in each state and its municipalities was conceived. The procedure was carried out through a comparative study of Latin American and Caribbean public employment statistics, which formed the ideal system to achieve optimal human quantities, which will achieve the obligation towards the improvement of Governance. In this way, the attention par excellence to citizens who will demand the common good through the quality of public service to the communities will be highlighted.
